A single build can leave container images, binaries, packages, logs, SBOMs, test reports and temporary files lying around. Add the copies made for pull requests and staging environments, plus everything from failed builds, and the pile grows quickly.

The way most teams deal with it is to store everything and clean up later. Later never really happens. Storage costs keep creeping up, and old artifacts and test data slowly become security liabilities nobody is watching. It doesn’t help that no one clearly owns the problem. Platform engineering runs the pipeline. Security owns the controls. Data teams own the databases. The stuff the pipeline keeps producing? Nobody’s. That needs to change.

Build artifacts are part of your software supply chain

An artifact isn’t some temporary file on the way to production. It’s what you actually deploy.

Suppose someone can swap a trusted artifact for a malicious one after the build finishes. Everything you did earlier suddenly counts for much less. Your code review was clean, the SAST scan passed, the approvals were followed to the letter, and you still deployed the wrong binary. SolarWinds is a good reminder of why the supply chain deserves the same attention as production infrastructure.

Provenance matters more than just protecting the repository

Plenty of organizations put their energy into access control around the artifact repository. Fair enough, you need it. But it’s only half the picture, because there’s a more basic question: where did this artifact come from?

For a production binary or container image, that means knowing which commit produced it, which build system built it, which dependencies went in, and whether the build process itself can be trusted. Signing helps. Sigstore, for one, can show that an artifact came from the build process you expected. An SBOM gives you a view of the dependencies, and provenance data aligned with SLSA tells you more about how the artifact was made.

Nobody is asking you to collect more security paperwork. What you want is for any production artifact to be explainable. And if nobody can explain where a binary came from, why would the deployment system trust it?

Retention is a security issue, not only a finance one

Here’s a habit that’s common in CI/CD: build something, push it to the registry, forget about it. Do that hundreds of times a day for a few years and the registry gets expensive fast.

Cost isn’t the only worry, though. An old container image can still carry an old vulnerability.

A forgotten package might hold credentials or sensitive configuration that should never have been in it. A developer could even deploy an outdated image by accident, just because it’s still there under a tag they recognize. Retention policies shrink that exposure.

A production release may have to stay around for years. A pull-request build almost certainly doesn’t. Giving them the same retention period just because they sit in one repository makes little sense. A simple policy might look like this:

Production releases: keep according to the product lifecycle and compliance requirements.

Supported release versions: keep for the required support period.

Pull-request builds: expire after a few days.

Feature-branch builds: expire after a short period unless someone explicitly retains them.

Untagged or abandoned images: clean up automatically.

Your numbers will differ from someone else’s. What matters is that they were chosen on purpose.

Test data is where CI/CD gets uncomfortable

You can see build artifacts. Test data is much easier to lose track of.

A team needs realistic data to reproduce a production bug, so someone exports a production database. The copy goes into staging. A developer gets access. Logs start capturing bits of the dataset, and maybe staging is connected to a third-party monitoring service. Nobody meant to create a security incident, but production data now lives somewhere that was never designed for it.

So “it’s only staging” doesn’t work as an excuse. If the data is personal or confidential, the environment doesn’t become safe just because it has a different name.

Synthetic data and masked data solve different problems

No single answer covers everything here. Synthetic data is usually the safer default because it holds no real customer records. You can generate realistic names, transactions, account structures and other test conditions without copying anyone’s actual information.

Still, it has limits. Say you’re digging into a rare production problem involving a complicated mix of transactions, historical records and unusual account relationships. Recreating that synthetically could take a lot of work. That’s where properly masked production data can still earn its place.

Just remember that masking isn’t anonymization. If people can still be identified, directly or indirectly, privacy rules may still apply. GDPR, for example, doesn’t treat every form of pseudonymization as the same thing as removing personal data.

The rule of thumb is short. Default to synthetic data, and use masked production data only when you have a genuine technical reason to need the extra realism. If you do use it, treat it as sensitive. Masking doesn’t make the risk disappear.

Take ephemeral environments seriously

Long-lived staging environments pile things up. Data, credentials, old application versions, forgotten databases, and configuration changes that nobody remembers making.

A pull-request environment goes the other way. Create it when a change needs testing, seed it with the data it needs, run the tests, and tear it all down. It might exist for 20 minutes instead of six months, which changes the risk profile a lot.

Storage changes too, since you’re no longer keeping a permanent set of databases for every branch and test scenario. They aren’t practical for every workload. For teams that can make them work, they’re worth considering for both security and cost.

The real problem is ownership

I think organizations underestimate this one. Platform engineering might own the CI/CD system. Security might define the artifact-signing and test-data requirements. Developers create the artifacts, data teams may manage the databases, and eventually finance wants to know why infrastructure costs went up. The problem lives in the gaps between all of them, and nobody owns it. That’s how lifecycle policies turn into “something we should probably fix.”

The fix doesn’t need to be complicated.

Give one team clear responsibility for the artifact lifecycle. For many organizations, platform engineering is the natural owner.

Security defines the minimum controls for signing, provenance, vulnerability scanning and test-data handling.

Development teams follow those policies inside their own pipelines.

Finance or FinOps makes storage consumption visible enough that teams can see what their pipelines cost.

Someone reviews, on a regular basis, whether the policies are working.

For example:

Area

Suggested owner

What to measure

Artifact lifecycle

Platform Engineering

Retention, storage growth, cleanup

Artifact security

Security

Signing and verification coverage

Test data

Security + Data

Production-data usage outside production

Pipeline cost

FinOps / Engineering

Storage cost per team or pipeline

Compliance

Security / Legal

Policy exceptions and audit findings

None of this is meant to create another committee. The goal is simply that one person or team gets asked when something goes wrong.

Storage costs can hide inside the pipeline

Compute gets most of the attention in CI/CD cost conversations. Storage gets very little, and that can be a mistake.

Picture a team running hundreds of builds every week. Each build can produce image layers, packages, test reports and other artifacts. Most of it isn’t needed once testing is over, but if nobody has defined what to keep and for how long, it just accumulates. Before long, the organization is paying to store the whole history of its development process.

Container images make this easy to spot. Layers can be large, and weak tagging or retention policies leave redundant versions sitting around long after they’re useful.

Where the data lives matters as well. When deciding where long-lived build artifacts, backups and test data should be stored, teams should look at S3-compatible object storage instead of assuming everything has to stay in the same system.

Begin by measuring storage per team, project or pipeline. Once people can see which pipelines have the biggest footprint, cleanup is a lot easier to prioritize.

The question to ask this quarter

Forget the massive inventory exercise. Ask your platform lead one thing:
Can we prove, for any binary or container currently running in production, which commit produced it, which dependencies went into it, how it was built, and whether production data was used during its testing?

If the answer is yes, you’re ahead of many organizations. If it’s “probably,” there’s work to do. If someone needs several days to find out, you’ve just found your roadmap. And if nobody can answer at all, there’s a more fundamental question to ask: what exactly are we deploying?

        <div
