Dear Matt,
this is a saying as i.e. used in SPICE and CMMI
(SPICE == Software Process Improvement Capability Determination == ISO 15504 / 33001 / 33071)
You can see a process framework i.e.

This is an example as described in Automotive SPICE®
Medical SPICE and Enterprise will have similar processes.
The original 15504/33001 has about 64 processes  – the automotive obe 32 and the VDA Scope 16

Process Framework establishes foundation for a complete software process by identifying a small number of framework activities that are applicable for all software projects regardless of their size and complexity.
